Welcome to the Pre-Arrival Declaration (PAD) System 

This application allows Clearing & Forwarding Agents (CFA’s) to submit Pre-Arrival Declarations to Customs for imports into Tanzania well in advance of cargo arrival. This applies to all import transactions, whatever their declared value.

 

Step by step process:

 

1.       CFA’s complete a Pre-Arrival Declaration (PAD) on this website and submit to TRA along with relevant supporting documentation (scanned final invoice and shipping documents).

 

2.       TRA in turn verifies the new PAD for completeness and legality and confirms acceptance by allocating a PAD registration number. An automatic email notification is sent to both the CFA and Importer.

 

3.       TRA then performs Customs Valuation and Tariff Classification and issues a Pre-Assessed PAD (P-PAD) available for download by CFA’s from this website for review and eventual appeal. An automatic email notification is sent to both the Agent and the Importer.

 

4.       CFA’s are then required to apply for an Assessed PAD (A-PAD) on this website along with scanned documents as applicable, such as permits and/or certificates issued by Other Governments Departments (TBS, Government Chemist, etc.) and supporting documentation to justify tax exemptions, if any.

 

5.       Upon receipt, TRA verifies the application and issues an Assessed PAD (A-PAD) available for download by CFA’s from this website. An automatic email notification is sent to both the CFA and Importer.

 

6.       The A-PAD EDI data becomes available for download by CFA’s from this website for upload into Asycuda TANSAD declarations without data entry and submission to TRA.

 

New Message to CFA's:

Please note that with immediate effect you are required to submit a duly filled “PAD Container Import Template” together with the other supporting documents while applying for PAD of Containerized Cargo. The container numbers should be captured correctly. The template is available for download under Public Access -> Procedures and Information -> Documents. It will be top of the list

Note 1: CFA’s and Importers can follow the progress of their PAD through the Global Status Report (GSR) and exchange messages with the TRA through the “Communicate with TRA” accessible through the “Manage your files” link.

 

Note 2: It is critical to submit clear and complete descriptions for each item imported. TRA will reject incomplete declarations with insufficient descriptions.
